The City Administrator shall serve under the Chief Administrative Executive Officers of the City; Mayor and Commission and shall coordinate all phases of the municipal government of the City of Belleair Bluffs, and shall manage and supervise the activities of the City in accordance with the policies adopted by the City Commission, City Charter, State Law, Ordinances and Resolutions of the City. To serve as the day-to-day Administrator in coordinating all activities of the City in carrying out all policies and directives of the City Commission. To enforce all Ordinances, Resolutions and other policies of the City Commission. To work with the Director of Finance and the City's Auditors to establish and maintain an effective control system for the finances of the City. To identify service and policy needs of the City and bring them to the attention of City Commission. To coordinate departmental activities and assimilate attainable goals for all municipal departments as proposed by Department Heads, Committees and Commission.

City Clerk
The City Clerk's Office is responsible for the Administration and Commission Support.
The City Clerk's office provides a variety of services for the City Commission, for city staff and,
most importantly, for our citizens. The office acts as the liaison between the City Commission
and the people who need to communicate with the elected officials.
• The department is responsible for occupational licensing of all businesses, garage sale permits, building permits and special events.
• The department provides administrative support services to the commission and city board members.
• The City Clerk is the designated custodian for all records of the city and public records requests are made to her office.
• The City Clerk is also responsible for preparing notices for all public hearings and ordinance advertisements in compliance with the city code and the laws of the State of Florida.
• The City Clerk serves as the Supervisor of Elections for Municipal Elections.
Finance Department
The City Administrator is responsible for the proper control of finances in the City; this includes directing or coordinating activities carried on in the areas of accounting, budgeting, treasury and debt administration. Duties include the installation and supervision of financial and accounting procedures for all municipal departments.
Fire Department
On Tuesday, September 1, 2009 - 82.6% of the voters of Belleair Bluffs voted to allow the City of Belleair Bluffs to contract with a third party for the provision of primary fire services within the City.
Belleair Bluffs contracted service with the City of Largo Fire Department. All the firefighters that applied for a job with the City of Largo were hired. The fire station is located within the Belleair Bluffs' city limits at 2765 Bayway Avenue, Belleair Bluffs, FL 33770. The Largo Fire District encompasses 30.5 square miles with a population of 103,000 and growing. The Largo Fire Rescue Department strives to meet the needs of the community by responding to requests for assistance within 7 and 1/2 minutes at least 90% of the time by: ensuring all personnel are trained and competent in the latest technology, methods and techniques; providing community-based education and awareness in the areas of home, workplace and personal safety; by assertively enforcing fire and life safety codes through building inspections and plan reviews; and, maintaining the Department's ability to prepare and respond to the needs of citizens during a crisis. Professionally trained personnel provide fire protection, emergency medical services, hazardous materials response and mitigation, technical rescue operations, fire prevention, community education and information, and disaster planning services. The department is internationally accredited through the Commission on Fire Accreditation International and is rated an ISO Class 1 department by the Insurance Services Office.

The City contracts with the nationally accredited Pinellas County Sheriff's Office for law enforcement services. There are two ways to reach the deputy who is on duty patrolling our city for non-emergency concerns or questions. You may use the 24-hour free direct line to the Sheriff's Office located in the red box attached to the front of the City Hall building or simply call 582-6177. Always dial 911 for emergencies.
The City contracts for Code Enforcement with the Pinellas County Sheriff’s Office. They provide one deputy specifically to handle issues regarding code violations.
The Crime Prevention Section of the Sheriff's Office provides education and information for proactive crime awareness through their Neighborhood and Business Watch Programs. For more information please call the Crime Prevention Section at 582-5600.
Public Works Department
The Public Works Department is a service orientated part of the small city government staffed and operated for the primary purpose of serving both the citizens and the other internal departments of the City. The Public Works Department at full staff has three full time employees consisting of the Public Works Supervisor, Russ Schmader, and two staff members. The City of Belleair Bluffs has nine miles of streets, five major storm systems and a small lake that serves as retention for fifty-two acres that surround the city (including parts of Belleair and Largo). Pinellas County assists in the areas of traffic signals while Duke Energy assists with streetlights. This department works very closely with the Pinellas County Sheriff's department to enforce code violations.
