Per Florida Statute 489.103(7)(a), if a homeowner is acting as their own contractor, one can obtain a permit for work on a single-family or two-family residence for the occupancy of such owners, as long as it is not listed for sale or lease. You can read the full statute here. We confirm all ownerships on the Pinellas County Property Appraiser website. If the property is in the name of an LLC or Trust, a contactor will be required to apply for the permit.
Yes. A building permit is required for a new or any extension of a driveway. You must comply with all land use and environmental regulations. In addition to the permit, you must complete the ISR impervious worksheet and include a recent survey.
Yes. A building permit is required for fence replacement or any repair of existing fences exceeding 50% or more of the value of the existing fence.You must provide a survey showing your property line and where you are installing the fence. You must comply with any land use codes (Article XIX. Fences).
A permit is valid for six months from the date of issuance, or from the last approved inspection date. If the project is dormant for six months then the permit is expired. Only the Building Official with a written request may extend a permit.
Contractors may use their own dumpsters or trailers to remove debris. They must be removed from the premises each night. Any vendor can provide dumpsters 10 yards or less. Waste Management must supply larger dumpsters, as they are the City’s authorized provider as per Belleair Bluffs Code of Ordinance Sec. 130-3. These Waste Management dumpsters can remain on premises throughout the job.
The City contracts with SAFEbuilt for all permitting and inspection services.

If this is your first time applying for a permit with SAFEbuilt, fill out the homeowner disclosure statement and building permit application on the SAFEbuilt website. Email your completed forms with any applicable plan review documents for Belleair Bluffs to belleairbluffs [at] safebuilt.com (belleairbluffs[at]safebuilt[dot]com). Please provide 1-3 business days for processing. Once SAFEbuilt has your application logged into their system, they will provide you with access to the online permit portal to track your submittal and pay the necessary permit fees.
